No person shall, on the ground of race, color, national origin, religion, age, gender, marital status, disability, or sexual orientation, be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under the Delaware IV-D child support program.” — DHSS

Overview

The Delaware Child Support Enforcement (CSE) Program is a joint effort of the State of Delaware and the federal government to help families establish and receive the child support they need and deserve. The program provides services to custodial and non-custodial parents, as well as putative (unmarried) fathers, to help establish paternity (legal fatherhood) and child support orders. CSE also works to locate absent/non-custodial parents, enforce child support orders when payments are not being made, and modify existing child support orders when circumstances warrant a change.

DCSE is committed to helping families succeed by ensuring that children have the financial support of both parents.

DCSE offers services that help to:

  • Find the absent/non-custodial parent: Location
  • Establish the legal father of a child: Paternity
  • Establish a legal child support order: Obligation
  • Collect child support payments: Enforcement
  • Provide services to change child support orders: Modification
  • Account for payments received and distributed: Accounting
